A History of Federal Long-Term Care Financing Proposals in the United States: Compendium of Proposed Public and Private Solutions

For decades, policymakers and advocates have stressed the need for comprehensive solutions that enable people to finance their long-term care needs.

As costs rise and the number of older adults increases, the need for long-term care policy solutions becomes increasingly more urgent.

Many innovative public- and private-sector solutions have been proposed, but long-term services and supports (LTSS) remains unaffordable and inaccessible for millions of older adults.

The need for long-term care financing solutions is now.

A new compendium provides a useful overview of the plethora of solutions proposed over the past three decades.

The LeadingAge LTSS Center @UMass Boston partnered with The SCAN Foundation and ATI Advisory to compile a useful compendium of relevant legislation, reports, and research dating back to 1990, including private market solutions and public reforms that build on existing and/or new policies and programs. This compendium helps seed thoughtful discussions about meaningful reforms.
