Advancing Long-Term Care Reform: Policies, Innovations, and Pathways to Impact

For decades, policymakers and advocates have called for comprehensive solutions to help individuals plan for and finance their long-term care needs.

As the population ages and care costs rise, the urgency to act has never been greater.

Despite numerous proposals from both public and private sectors, long-term services and supports (LTSS) remain financially out of reach for millions of older adults—and access remains uneven.

To meet this critical moment, the LeadingAge LTSS Center @UMass Boston, in collaboration with The SCAN Foundation and ATI Advisory, has developed a suite of resources to guide policymakers, stakeholders, and health system partners toward meaningful LTSS financing and delivery reform.

A Federal Policy Compendium

A comprehensive catalog of LTSS financing proposals introduced in the U.S. since 1990, including legislative efforts, policy reports, research, and both public and private reform strategies.
